Intent

To facilitate identification of opportunities for emission reduction to minimize their impact on climate

change by tracking city-wide carbon emissions.

Carbon Assessment

Report city-wide carbon emissions inventory covering Scope 1 and Scope 2 emissions for 12 consecutive

months within the last five years. Address the activities of the following sectors (or as defined in the

selected greenhouse gas [GHG] protocol) within the city boundary:

a. Stationary energy (buildings, facilities, manufacturing and construction activities, fugitive

emissions)

b. Transportation (road, rail, water, air)

c. Waste* (solid waste and wastewater)

d. Other sectors (if applicable) within the city boundary, such as industrial process and product

use and agriculture, forestry and other land use

*Include all carbon emissions from the disposal and treatment of waste generated within the city boundary, whether it is treated in a

facility inside or outside the city boundary.

Report total carbon emissions in tonnes of carbon dioxide equivalent (tCO2e), encompassing all GHG

types.

Protocol/framework must align with 2006 IPCC Guidelines for National Greenhouse Gas Inventories, with

the revisions informed by 2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas

Inventories .
