Intent

To reduce exposure and protect livelihoods from extreme events by understanding the potential risks and

their impact on at-risk populations and critical infrastructures.

Resilience Assessment

Using any hazard identification and risk assessment methodology available at the national, state, or local

level, conduct a resilience assessment of the city.

Include the following steps in the assessment:

1. Hazard Identification: Identify observed, projected, and future hazards that could potentially

affect the city. Study their characteristics, frequency, and potential severity and estimate the

probability of occurrence of hazards.

2. Exposure, Vulnerability, and Capacity Assessment:

a. Exposure: Map and quantify population, buildings, critical infrastructure, and ecosystems

located in hazard-prone areas.

b. Vulnerability: Assess the vulnerability of population, buildings, critical infrastructure, and

ecosystems to the identified hazards.

c. Adaptive Capacity: Assess the gap in adaptive capacity of the city to the identified hazards.

Use findings from IPp1 Ecosystem Assessment and IPp2 Human Impact Assessment as

appropriate to inform the evaluation of exposure, vulnerability, and adaptive capacity of

population, buildings, critical infrastructure, and ecosystems.

3. Risk Assessment: Using the data from the previous steps, assess current and future hazards

based on their frequency of occurrence and impact on population, buildings, critical infrastructure,

and ecosystems and prioritize these risks based on an understanding of likelihood and

consequence(s).
