To encourage cities to outline measurable strategies that accelerate the reduction of carbon emissions

and build climate resilience in sectors projected to be impacted by climate hazards.

Climate Action Plan

Develop a Climate Action Plan to accelerate the reduction of carbon emissions and achieve at least 80%

city-wide carbon emissions reduction by 2050. The plan must meet the following requirements:

  1. Stakeholder Engagement: Constitute a diverse and inclusive group of key parties, such as

residents, businesses and/or institutions, municipal and state officials, technical experts or

advisory groups, representatives of vulnerable populations and indigenous groups, to gather

insights and feedback.

  1. Vision and Objectives:

a. Geographic and/or administrative boundary of the city

b. Carbon emission reduction target with interim and short-term goals

c. City-wide carbon emission inventory for the base year (must include Scope 1 and Scope 2;

Scope 3 is optional) with breakdown by sector and the business-as-usual projection of city wide carbon emissions through 2050.

  1. I mplementation and Monitoring:

a. Outline initiatives for each sector and ensure that each initiative addresses the following

points:

o Implementation timeline

o Estimated impact on carbon emissions

o Implementation processes, such as passing an ordinance, creating a city-wide policy,

funding a program, planning, and working with the state or province

o Estimated budget and/or required staffing

b. Method for monitoring, evaluating, and reporting the impacts of the initiatives
