Develop a Resilience Plan that aims at mitigation of and/or adaptation to the prioritized risks identified

under IPp4: Resilience Assessment . The plan must include the following requirements:

  1. Stakeholder Engagement: Constitute a diverse and inclusive group of key parties, such as

residents, businesses and/or institutions, municipal and state officials, technical experts or

advisory groups, representatives of vulnerable population groups, and indigenous groups, to

gather feedback and insights on adaptation and mitigation of prioritized risks .

  1. Vision and Objectives:

a. Based on the findings of the IPp4: Resilience Assessment, develop the vision, objectives,

and goals for the mitigation of and/or adaptation to the prioritized risks . Align the

objectives with the city’s overall vision.

b. Identify priorities, actions, projects, and activities to address risk mitigation and

adaptation goals.

c. Establish short-, medium-, and long-term actions to implement the programs per the city

planning cycle.

  1. I mplementation and Monitoring:

a. Identify the resources and responsible entities, such as agencies, organizations,

individuals, and communities, and available collaboration and cost-sharing opportunities,

to complete each risk mitigation and adaptation action.

b. Develop metrics to monitor and evaluate the risk mitigation and adaptation actions.

Include a clear framework for implementation and reporting with expected completion

date, funding source, and status.

c. Plan for annual meetings to be held with relevant parties and communities to update

them on the process and understand barriers in implementation.
