b. Fully Shielded Criteria: Develop and implement a plan requiring all new streetlights and

public lights to conform with the IES TM-15-20 Backlight, Uplight, and Glare classification of

outdoor lighting fixtures to ensure that only fully shielded fixtures are used.

c. Replace existing streetlights that do not meet the uplighting or fully shielded criteria.

Demonstrate at least 5% improvement in the reporting year from a user-defined baseline

year. The selected baseline year must fall within the last five years.

OR

PATH 2. LIGHTING ORDINANCE (1 POINT)

Develop and implement a city-wide lighting ordinance or required standard conforming to

DarkSky Municipal Ordinance Template and User Guide.

AND/OR

Option 2. Air Quality Management (1–2 points)

PATH 1. PERFORMANCE PATHWAY (2 POINTS)

Demonstrate at least a 10% reduction in the annual number of days with an air quality index

greater than 100 in the reporting year from a user-defined baseline year. The selected baseline

year must fall within the last five years.

OR

PATH 2. PRESCRIPTIVE PATHWAY (1 POINT)

Demonstrate compliance with two of the following:

a. Develop and implement anti-idling regulations in public spaces.

b. Develop and implement public outreach programs intended to raise awareness of air

quality issues and drive behavioral changes.

c. Develop and implement targeted programs that require use of low emitting or zero emissions equipment.

d. Develop and implement regulations requiring all indoor and outdoor public spaces to be

100% smoking-free.

e. Collaborate with high polluters for voluntary carbon emissions reductions beyond the

mandatory requirements per the applicable standards.
