Comply with any combination of the following options for a maximum of 2 points.

Option 1. Postsecondary Education (1 point)

Demonstrate that the postsecondary educational attainment of the city population aged 25 years and

older in any two priority neighborhoods identified in IPp2: Human Impact Assessment is within five

percentage points of the overall city average. Provide data for a year that is within the last five years.

AND/OR

Option 2. Employment Distribution (2 Points)

Meet the following requirements:

a. Demonstrate that the overall unemployment rate is trending toward or has reached the national

definition of full employment.

b. Demonstrate that the unemployment rate in any two priority neighborhoods and/or priority

populations identified in IPp2: Human Impact Assessment is within five percentage points of the

overall city unemployment rate.

Provide data for a year that is within the last five years.
