a. Collaborate with community members to integrate place-based EJ criteria and priorities into

zoning, land use, permitting, and planning decisions. Demonstrate how these align IPp2: Human

Impact Assessment and IPp2: Resilience Assessment findings.

b. Support an EJ collaborative group or a similar body composed of community-based organizations

and residents, including representation from at least two priority populations identified in IPp2:

Human Impact Assessment. Formally incorporate the group into governmental planning and

decision-making processes.

c. Support community benefit agreements or antidisplacement strategies for new development or

infrastructure projects with potential equity, EJ, or gentrification concerns.

d. Demonstrate active monitoring and enforcement of environmental regulations that apply to

existing public or private facilities contributing to environmental burdens in at least two priority

neighborhoods .

Option 3. Institutional Capacity and Workforce Development (1 point)

Support long-term equity and inclusion in planning, decision-making, and service delivery by

implementing two of the following strategies for city staff and employees:

a. Provide biannual training for staff and leadership on equity, accessibility, trauma-informed

service, and/or EJ.

b. Offer resources and support systems, such as mental health resources, caregiving

accommodation, and multilingual services for staff well-being.

c. Establish equity-focused roles, liaisons, or interdepartmental teams that inform planning and

policy decisions.

d. Maintain internal accountability systems or tools, such as performance metrics, audits, and review

protocols, to assess how governance practices reflect stated equity and sustainability goals.
