Option 1. Low Carbon Vehicle Program (2 points)
Achieve two of the following requirements:
a. Provide EVSE in 5% of total parking spaces or two parking spaces, whichever is greater across
all parking facilities governed by city within city-occupied buildings. Clearly demarcate and
reserve these spaces for sole use by plug-in electric vehicles (EVs).
b. Designate 2% of the total number of EV parking spaces or one EV parking space, whichever is
greater, for universal accessibility in all city-occupied buildings. Ensure that these spaces are nine
feet (2.5 meters) wide with a five-foot (1.5-meter) access aisle and include charging station
accessibility features for individuals with mobility, ambulatory, and visual limitations.
c. Develop and implement a plan that mandates EVs as the default purchasing choice and ensures
electrification of 50% of the existing city’s light-duty vehicles fleet.
d. Develop a strategy in coordination with the school district and relevant municipal agencies to
establish a phased transition toward zero-emission electric buses including both school buses
and all municipal fleet buses, targeting 20% fleet electrification.
