Establish an interdisciplinary and cross-departmental stormwater management network that includes all

relevant local agencies to establish and enforce preventative strategies for the mitigation of flooding and

sewer overflow risks. The network must actively monitor stormwater network conditions and capacity and

demonstrate successful management of all 100-year precipitation events for the location over the last five

years with no significant flooding or combined sewer overflows.
