a. Establish a water efficiency repair and/or fixture replacement assistance program for residents at

or below 60% of the area median income by providing city-subsidized direct installation.

b. Integrate water efficiency assistance and fixture replacement into other income-based-eligibility

energy or home improvement programs.

c. Use metering, billing, and/or on-site audits to identify possible leaks in low-income households

and offer subsidized or fully funded repairs.

d. Require all multiunit affordable, senior, supportive, assisted, and/or low-income housing

developments to conduct regular water audits. Building owners must demonstrate required

compliance and corrective actions.

Develop a city-wide emergency water and sanitation plan including the following requirements:

a. Equip critical water infrastructure with backup power to maintain treatment, pumping, or

distribution during grid failures.

c. Demonstrate readiness to deploy a network of public portable water access points, including

necessary equipment and identified locations.

d. Provide guidance for safe sanitation management and emergency disposal locations.
