a. Constitute a diverse and inclusive group of key parties, such as city staff, businesses and/or

institutions, municipal and state officials, or technical experts, to gather insights and feedback.

b. Define the geographic and/or administrative boundary of the city.

c. Establish carbon emission reduction targets with interim and short-term goals.

d. Report the carbon emission inventory of city operation for the base year (must include Scope 1

and Scope 2; Scope 3 is optional) with breakdown by sector and the business-as-usual projection

of carbon emissions through 2050.

e. Outline initiatives for each sector; ensure that each initiative addresses the following points:

o Implementation timeline

o Estimated impact on carbon emissions

o Implementation processes

o Estimated budget and/or required staffing

f. Outline methods for monitoring, evaluating, and reporting the impacts of the initiatives.

Option 3. City-Operations Carbon Performance (1–2 points)

PATH 1. CARBON EMISSIONS INVENTORY (1 POINT)

Report carbon emissions for city operations covering Scope 1 and Scope 2 emissions for 12

consecutive months within the last five years. Address the following sectors (or per the relevant

local government operations GHG protocol or framework) whose activities are part of city

operations:

a. Stationary energy (buildings and facilities, streetlights)

b. Transportation (vehicle fleet)

c. Waste (solid waste and wastewater)

Additionally, carbon emissions from contracted services, such as contracted waste-hauling

services that are typically provided by the city to the residents, must be included in the emission

inventory.

Report total carbon emissions in tonnes of carbon dioxide equivalent (tCO2e), encompassing all

GHG.
