Option 2. Material-Focused Codes (1 point)
Adopt and implement a city-wide policy or amendment to the building code that supports either
prescriptive or performance-based embodied carbon reductions in buildings and/or infrastructure projects.
The policy or amendment must include whole building life-cycle assessments (WBLCA) for projects or
establish embodied carbon thresholds for at least one of the following materials: concrete, steel, glass
(glazing), wood, and asphalt.
AND
Commit to publishing an annual report that summarizes the embodied carbon reduction initiatives and
includes quantified impact metrics demonstrating outputs and outcomes.
AND/OR
Option 3. Material Recovery (1–2 points)
Adopt and implement a city-wide policy or program to incentivize building deconstruction and salvage.
Meet one of the following requirements to earn 1 point or meet three to earn 2 points:
a. Require a salvage assessment prior to the issuance of demolition permits.
b. Include incentives such as grants or expedited permit reviews for whole-building deconstruction.
c. Implement a demolition notification and delay requirement that provides public notice and a
minimum 35-day waiting period before permit issuance.
d. Adopt and implement a deconstruction requirement for applicable projects that prioritizes
disassembly and salvage of materials with established or emerging regional resale/collection
markets.
e. Adopt and implement an incentive program for new construction that requires a minimum amount
of material reuse.
AND
Commit to publishing an annual report that summarizes the deconstruction and salvage-related initiatives
and includes quantified impact metrics demonstrating outputs and outcomes.
